EFFECTIVE DATE: February 13, 2026
BY REGISTERING FOR A TARGET TOURS SCHOOL TOUR, YOU ACKNOWLEDGE THAT YOU HAVE READ, UNDERSTOOD, AND AGREE TO BE BOUND BY THESE TERMS AND CONDITIONS.
1. ACCEPTANCE OF TERMS
1.1 Registration for any Target Tours school tour constitutes acceptance of these Terms and Conditions in their entirety.
1.2 Parents/guardians registering students confirm they have the authority to bind the student to these terms.
1.3 These terms apply to all tours, regardless of destination or duration.
2. TRAVEL ACKNOWLEDGMENT AND INHERENT RISKS
2.1 WEATHER RISKS: Parents/guardians acknowledge that tours are subject to weather conditions including but not limited to: snow, ice, freezing rain, high winds, extreme cold, and other severe weather events.
2.2 CONFEDERATION BRIDGE RESTRICTIONS: Tours departing from or returning to Prince Edward Island may be subject to Confederation Bridge closures or restrictions for high-sided vehicles due to weather conditions, particularly high winds. Such closures are beyond Target Tours’ control and may result in delayed departures or delayed returns.
2.3 ACCEPTANCE OF RISKS: By registering for a school tour, parents/guardians explicitly acknowledge and accept that:
a) Significant itinerary changes may occur due to weather
b) Scheduled activities may be cancelled, modified, or substituted
c) Departure and return times may be substantially delayed
d) Road conditions may necessitate altered travel schedules
e) Outdoor activities (skating, tours, etc.) may be cancelled due to weather or facility closures
2.4 NO GUARANTEE OF ITINERARY: The published itinerary represents Target Tours’ intended plan under normal conditions. Target Tours makes NO GUARANTEE that all scheduled activities, destinations, or timings will be achievable. Weather, road conditions, facility closures, and safety considerations may require substantial modifications.
3. SAFETY AS PRIMARY OBLIGATION
3.1 SAFETY PRIORITY: Target Tours’ primary obligation is the safety and welfare of all students, chaperones, and staff. All decisions regarding travel, accommodation, and activities will prioritize safety above adherence to the published itinerary.
3.2 AUTHORITY TO MAKE SAFETY DECISIONS: Target Tours, in consultation with Coach Atlantic and its drivers, has sole authority to make decisions regarding:
a) Whether travel conditions are safe for departure
b) Route selection and modifications
c) Rest periods and driver hour compliance
d) Accommodation changes necessitated by safety concerns
e) Activity cancellations based on weather or safety assessments
3.3 FEDERAL REGULATIONS: All tours are subject to federal driver hour regulations and mandatory rest periods. These regulations are non-negotiable and exist for safety reasons. Delays caused by compliance with these regulations are not grounds for refund or compensation.
3.4 NO LIABILITY FOR SAFETY DECISIONS: Target Tours shall not be liable for any disappointment, inconvenience, or perceived loss of value resulting from safety-based decisions, including but not limited to delayed departures, cancelled activities, or itinerary modifications.
4. REFUND POLICY
4.1 PRE-DEPARTURE CANCELLATIONS: Refunds for student cancellations prior to final payment are governed by Target Tours’ standard cancellation policy and the Manulife insurance policy terms. Specific timelines and refund percentages are provided at the time of registration.
4.2 WEATHER-RELATED ITINERARY CHANGES: Target Tours’ refund policy for weather-related itinerary changes is as follows:
a) NO AUTOMATIC REFUNDS: Weather-related delays, itinerary modifications, or activity cancellations do NOT automatically entitle parents to refunds beyond what is specified in this section.
b) REFUNDS LIMITED TO RECOVERABLE COSTS: Refunds for cancelled activities are limited to:
i) Direct per-student admission fees for cancelled activities that can be recovered from suppliers
ii) Amounts recovered through Manulife insurance for trip interruption claims
c) NON-REFUNDABLE SERVICES: The following are NOT refundable:
i) Transportation costs (buses, fuel, driver wages)
ii) Accommodation costs for nights stayed
iii) Meals provided or meal allowances given
iv) Activities or attractions with no direct admission cost
v) Administrative costs and insurance premiums
vi) Chaperone costs and coordination fees
d) INSURANCE CLAIMS PROCESS: When weather delays result in additional accommodation or meal costs, Target Tours will submit claims to Manulife on behalf of students through the Assignment of Benefits process. Any insurance proceeds will be used to offset additional costs incurred by Target Tours. Parents are not entitled to direct payment of insurance proceeds for weather delays.
4.3 NO COMPENSATION FOR DISAPPOINTMENT: Target Tours does not provide compensation, refunds, or credits for:
a) Student disappointment with modified itineraries
b) Perceived loss of experiential value
c) Activities shortened due to time constraints
d) Substituted activities of perceived lesser value
e) Time spent on the bus due to travel delays
4.4 CORE SERVICES DELIVERED: Parents acknowledge that if transportation, accommodation, meals, and a substantial portion of scheduled activities are delivered, the tour has been substantially performed and no significant refund is warranted.
5. ACCOMMODATION STANDARDS
5.1 HOTEL SELECTION: Target Tours selects hotels based on availability, location, safety, and value. Standard hotel chains (Hampton Inn, Comfort Inn, Holiday Inn, etc.) are typically used.
5.2 ACCOMMODATION CHANGES: Hotels may be changed from those listed in the itinerary due to:
a) Availability constraints caused by weather delays
b) Safety considerations
c) Overbooking by the hotel
d) Force majeure events
e) Route modifications necessitated by weather
5.3 HOTEL QUALITY STANDARDS: While Target Tours makes reasonable efforts to secure quality accommodations, parents acknowledge that:
a) Budget constraints limit accommodation options
b) Last-minute bookings due to weather may result in less desirable properties
c) Room assignments and conditions may vary
d) Minor maintenance issues, odors, or cleanliness variations may occur
e) Hotel quality complaints do not constitute grounds for refund
6. MEAL PROVISIONS
6.1 SCHEDULED MEALS: The itinerary includes specific scheduled group meals at restaurants, buffets, or dining facilities.
6.2 MEAL MODIFICATIONS: Scheduled meals may be modified due to:
a) Travel delays affecting reservation times
b) Restaurant availability or closure
c) Safety considerations
d) Time constraints
7. ACTIVITY SUBSTITUTIONS
7.1 AUTHORITY TO SUBSTITUTE: Target Tours reserves the right to substitute scheduled activities with alternative activities of comparable value when:
a) Original activities are cancelled due to weather
b) Facilities are unexpectedly closed
c) Time constraints prevent completion of the original activity
d) Safety concerns exist
e) Circumstances beyond Target Tours’ control prevent the activity
7.2 SUBSTITUTION STANDARDS: Substituted activities will be selected with the following priorities:
a) Educational or experiential value
b) Age-appropriateness for student group
c) Availability and proximity
d) Safety and supervision considerations
e) Cost constraints
7.3 NO GUARANTEE OF EQUIVALENT VALUE: Parents acknowledge that substituted activities may be perceived as having lesser value than originally scheduled activities. This is inherent in last-minute modifications and does not constitute breach of contract.
7.4 FREE ACTIVITIES: Activities with no admission cost (e.g., Supreme Court tours, outdoor skating on public canals) may be cancelled without substitution. No refund is provided for free activities.
8. FORCE MAJEURE
8.1 FORCE MAJEURE EVENTS: Target Tours shall not be liable for failure to perform or delays in performance due to force majeure events including but not limited to:
a) Severe weather (snow, ice, wind, rain, extreme temperatures)
b) Natural disasters
c) Bridge closures
d) Road closures or impassable conditions
e) Facility closures beyond Target Tours’ control
f) Government advisories or restrictions
g) Strikes or labor disruptions
h) Terrorism or security threats
i) Pandemic or public health emergencies
j) Any other circumstances beyond Target Tours’ reasonable control
8.2 CANCELLATION DUE TO FORCE MAJEURE: If a tour must be cancelled entirely due to force majeure:
a) Refunds will be provided for recoverable costs only
b) Administrative fees, insurance premiums, and non-refundable deposits to suppliers will not be refunded
c) Manulife insurance coverage (Trip Cancellation) may apply based on policy terms
9. GENERAL DISCLAIMER
J. D. Marketing Solutions Inc., doing business as Target Tours, (“Target Tours”) acts only as an agent for the suppliers of services related to this contract including but not limited to: airlines, hotels, entertainment venues, bus companies, railroads, tour operators and guides, cruise lines, car rental companies and restaurants (“Service Suppliers”) and because Target Tours maintains no control over the personnel, equipment or operations of the Service Suppliers, Target Tours assumes no responsibility for and cannot be held liable for any loss, costs, expense, personal injury, death, property damage or other loss, accident, delay, inconvenience, or irregularity which may be occasioned by reason of (1) any wrongful, negligent, willful or unauthorized acts or omissions on the part of any of the Service Suppliers or their respective employees and agents, including delays or cancellation of services, cessation of operations, changes in fares, itineraries or schedules, (2) any defect in or failure of any vehicle, equipment, or instrument owned, operated or otherwise used by any of the Service Suppliers, and/or (3) any wrongful, willful or negligent act or omission on the part of any other party not under the supervision and control of Target Tours.
In case of force majeure which renders the execution of the obligations contained in this contract impossible to deliver as agreed, including but not limited to: war or hostility, riot or civil commotion, natural disasters including weather conditions which, in the opinion of Target Tours, its agents or the Service Suppliers, render the completion of the contract unsafe, strikes or walk-outs, government embargo, court orders or the adopting of any law and/or other regulation banning or restricting any provision of this contract, Target Tours will be considered exempted from liabilities for untimely execution of its obligations under this contract.
Target Tours reserves the right to make changes in the published itinerary whenever, in their sole judgment, conditions warrant, or if they deem it necessary for the comfort, convenience or safety of any tour.
Payment of the deposit to Target Tours constitutes acceptance of these terms and conditions.

Every detail is in place. John and Lynn go above and beyond to make the experience as comfortable, entertaining, educational and as FUN as is possible. The staff at TT certainly are a Team… there is no question or concern ever dismissed as being unimportant. Any minor ‘glitches’ that may occur during the tour are handled immediately by John and/or Lynn. From simple day tours on PEI to more extensive tours to Europe, attention to detail and
